Publication of SPCC Statutory Guidance

The Service Police Complaints Commissioner has published its Statutory Guidance.

The Service Police Complaints Commissioner has published its Statutory Guidance, issued under Regulation 85 of the Service Police (Complaints etc.) Regulations 2023.


Designed to help complainants, the Service Police, Ministry of Defence, and other primary stakeholders better understand how the SPCC delivers its duties, the new guidance incorporates Service Police Complaints Policy and Procedure previously set out in Joint Service Publication (JSP) 849, parts 1 and 2.

Acting Commissioner, Jonathan Rees explains:

“Publication of the SPCC’s Statutory Guidance marks a significant step forward in providing clarity on the responsibilities of the SPCC, under the Service Police Complaints Regulations introduced in 2023.

“It will be a helpful tool to support complainants and the Service Police in their engagement with the SPCC and enhance understanding of our role and work.”

The Commissioner has sole authority to prescribe the ways in which the SPCC operates. Publication of this new guidance now clearly shows how that independent and impartial guardianship and oversight works in practice – aligned with the general functions set out in the Regulations.

Guidance content will be reviewed and updated when needed.
